Los Angeles County is not one permitting environment. The Los Angeles Department of Building and Safety handles work inside the City of Los Angeles, while Glendale, Burbank, Pasadena, Santa Monica, Long Beach, and Torrance each run their own departments. A contractor working across the county in a single week is dealing with several separate processes and several separate certificate requests.
The seismic picture shapes the work too. Los Angeles adopted a mandatory retrofit ordinance covering soft-story wood-frame and non-ductile concrete buildings, and other cities in the county have their own retrofit requirements. That has kept structural work steady for years, and it is exactly the kind of work where completed operations coverage matters, because California’s statute of repose for latent construction defects runs ten years under Code of Civil Procedure §337.15.
Then there is who is asking for the certificate. On studio lots in Burbank the insurance terms are written by studio risk management, not the city. Around the Port of Long Beach they come from port tenants. On institutional and public work they come with their own limit and endorsement requirements. Reading the insurance exhibit before you bid is cheaper than raising limits after award.
